On Nov 8, 2017, Tim Powell in the Knowledge Value Chain's website "knowledgevaluechain.com" wrote about knowledge strategy.
Tim Powell writes:
"As you know if you are a regular visitor here, I serve on the faculty of a graduate program called Information and Knowledge Strategy at Columbia University."
Mr. Powell addresses:
"It’s exciting, with world-class faculty and talented students — with the added energy that we feel that, together, we are forging a new field of study."

The author explains:
"...What is Knowledge Strategy (KS), as opposed Knowledge Tactics?
The writer states:
"The skill sets and techniques of knowledge strategists usually include tactical components — building online Communities of Practice, building SharePoint sites, designing and building and curating best practices and lessons learned databases, and so on."
Source:

Tim Powell addresses:
"But those are components, not the essence of KS. I’ll offer a working definition:
Knowledge Strategy is the practice of developing and deploying enterprise knowledge and its component assets as essential and integral resources in competitive business strategy.
KS means, simply, actively recognizing and using knowledge as a strategic resource and a direct bridge to competitive advantage.

Tim Powell explains:
"In other words, knowledge strategy should not be developed separately from a competitive business strategy."
The author points out:
"The two should be developed and implemented in close coordination, as shown in the Strategic Knowledge Architecture diagram at left — and should both respond to the value model defined by by the overall purpose and mission of the enterprise."
The writer addresses:
"Professor Michael Zack, in his thoughtful paper “Developing a Knowledge Strategy,”agrees in saying,
“the most important context for guiding knowledge management is the firm’s strategy.”
Mr. Powell explains:
"Though this may seem obvious, Zack then notes the irony that “the link between knowledge management and business strategy, while often talked about, has been widely ignored in practice.”(Emphasis added.)"

Tim Powell addresses:
"Nor are knowledge strategies confined to companies."
The author explains:
"Governments can, and often do, lead the way in knowledge strategy. Consider this recent headline:
“Behind North Korea’s Nuclear Advance:
Scientists Who Bring Technology Home.” After years of relying on other countries (first the Soviet Union, later Iran and Pakistan), North Korea is now able to develop its own nuclear scientists."
Many of these scientists study in China, sometimes gaining knowledge that is banned under UN sanctions."

Budget

4 April 2021
When former U.S. secretary of defense Dick Cheney (George W. Bush administration) claims:"Budget drives strategy, strategy doesn't drive budget" one should ask him what he means?"
The tragic events caused by people lik George W. Bush, Dick Chaney and Donald Romsfeld are well-known.
George W. Bush once said:" I'm decider and I decided to apppoint Donald Romsfeld as the defense minister."
If you take the profits out of the military contracts, then some politicians [ who are making money from these military contracts] like Dick Cheney and Donald Rumsfeld, will be depressed and their lives will be changed from up to down!
Dick Chaney and Donald Rumsfeld were both the War makers in the Middle East and they surely had caused mass killings and destructions.
In the budget of the so-called the "War makers" the size of the "War budget" (or the defense budget) must be encompassed to some serious strategic debates [due to the huge profits for the the military contractors] in association with those politicians in the governments who have been proudly prostituted themselves by many ways to profit from making wars around the globe.
The war strategists whose umblical cords attached to the big military contractors, are not able to gurantee a bloodless environment when they they talk entusiastically about wars.
The politicians and their military advisers associate themselves with some "High-Tech-Warriors".
Designing weapons to minimize causlities among peoples but planning and making wars at the pleasure of profiteers sounds a crazy thing!
These War planners want by using high-tech like robots and drones to take some of the blood out of the battles but they want also to keep wars as their permanent agenda.
An amalgam of chauvinistic thoughts for nationalism, populism, racism and military mentality can tend the leaders of countries to a military confrontation.
Not allocating and wasting the needed money for living of people [in the military budget] for making of mass destruction weapons as well as for the intellectual warfare, will allow the governments to have enough money for the needs of people.
Those strategists who advise to the governments to prioritize the military projects are taking responsibilities in killings and destructions.
Many people say that wars are deplorable.
They say that wars mean killing and destroying.
It is also believed that these strategists who advocate the military projects, wars and the bloodsheds are selling fears in the third world countries.
The planners and the strategists for the military projects in the industrial countries in the West as well as in Russia and China are interested in a maximal bloodshed because of porofits.
ll
Bit by bit, the mass killings mentality through the wars is creeping into thinking
of those strstegists who advocate the military projects to the governments.
It is worth to underscore, however, the doctrines of these strategists who advie the Western govermments for winning of wars by mass killings [in the third world countries] are rationalizing their theories and evilness in the Western media.
The leaders of the West as well as the leader of Russia before to say they have all the military plans on the table, they try to subdue the leaders of the thirld world coyntries without fighting and they believe this is the best skill.
We humans, call ourselves as a spiecies with the homo sapience characters, we call ourselves as the intelligent intelligent and we reason that evolution has equipped us with a richly interconnected brains to decide for a better life for all.
The peaceful nations who are equipped with a knowledge strategy, must resist to the mentality of investing on the killing machines like the strategic missile program or like Iskander mussile system to launch and destroy everything.
The peaceful world should steel itself for a century of peaceful dialogues among all nations in the world rather than investing on mass killing weapons.
Do our politicians, military leaders, peacemakers are aware to the consequences of selling of the mass killing weapons by the USA, Russia, France, China, Germany, Sweden to the third world countries?
To understand life, people should understand what means peace and what means life.
Alvin and Heidi Toffler in chapter 24 of their 1993 book "War and Anti War" (Boston, Little Brown And Company) write:
"Peace at the dawn of the twenty-first century requires the surgical application of a less tangible but frequently more potent weapon:kniwledge."(p.230)
The authors address:
"What is glaringly absent today, even as armies begin thinking strategically about the use of knowledge, are cogerent knowledge strategies for peace." (p.230)
Making wars are propagated from everywhere.
High-Tech warriors make the new wars differently by using the new military technilogies including Robots.
Still, deaths, destructions are the kings of wars today.
Still, the regugees and their misreable lives are everyehere today.
War is a war.
The military high-tech warriors and robots cannot distinguish a mother with her baby when they confront.
The Killer Robots will kill a mother with her baby because the training of the algorithms teach them to kill whoever they confront.
War is a war. With robots or not with robots.
In all Wars, the agenda is killing and destroying.

The author address:
"Rest assured, or perhaps discomforted: Russian defense spending is several times higher than $61.4 billion, and the Russian defense budget remains the third largest in the world, dwarfing the military expenditures of most European states combined."
According to Mr. Kofman:
"In reality Russia’s effective military expenditure, based on purchasing power parity (Moscow buys from Russian defense manufacturers in rubles), is more in the range of $150-180 billion per year, with a much higher percentage dedicated to procurement, research and development than Western defense budgets."

Mr. Kofman explains:

Michael Kofman writes:
"The Stockholm International Peace and Research Institute that Russian military spending has fallen to the sixth highest in the world in 2018, at $61.4 billion."

The writer address:
"Although there are challenges with comparing economies based on purchasing power parity, it would do good to keep in mind that Russia is actually the sixth-largest economy in the world and not long ago was the largest economy in Europe based on purchasing power parity (PPP) — ahead of Germany."
Mr. Kofman explains:
"Purchasing power comparisons come with their own shortcomings, especially when understanding global financial flows, import/export, and the like, but it helps paint a much more accurate picture than comparing economies by converting their gross domestic product into dollars based on the current exchange rate."

The author points out:
"The ruble valuation suddenly dropped by 50 percent against the dollar, which it did in 2014, does that mean the Russian economy suddenly contracted by half in one year?"
Mr. Kofman adds:
"No, it doesn’t."
The writer explains:
"Then why is this a useful way of looking at the world and understanding the relative balance of economic power or military expenditure?"

According to Mr. Kofman:
"The Russian defense budget fluctuates at around 3 trillion rubles, but total military expenditure includes housing, pensions, infrastructure, the National Guard, the Border Guard Service and some line items that are secret."
The author addresses:
"Depending on what you count, total military expenditure can add to roughly 4 trillion rubles in 2018 or about 4 percent of GDP."
The writer states:
"This also means that a decline in overall military expenditure, as recently reported by SIPRI, does not necessarily mean a reduction in Russian spending on military operations, procurement, R&D, or maintaining the force."
"There is well over 1 trillion rubles of military expenditure in Russia outside of the regular defense budget."
